Hilary Higgins is an associate at Mullen Coughlin. Ms. Higgins focuses her practice on data privacy and cybersecurity, including the preparation and response to data security events and regulatory investigations. Ms. Higgins assists clients with post event analysis and response, directing forensic investigations, determining the scope of the incident and advising on any notice obligations required by state and federal law. Ms. Higgins also assists clients with responding to any resulting regulator inquiring arising from a data security event.
Prior to joining Mullen Coughlin, Ms. Higgins served as a judicial clerk to the Honorable Joseph Cosgrove on the Commonwealth Court of Pennsylvania, where she assisted in authoring opinions on matters ranging from criminal sentencing to powers of regulatory bodies. She most recently worked at a mid-sized litigation firm in Philadelphia, where she assisted brokers and broker-dealers in litigation and arbitration, as well as responses to SEC and FINRA regulatory inquiries and investigations.
