Practice Areas

William (Bill) Judge is an Associate in Mullen Coughlin’s Incident Response practice group. He is a Breach Coach for organizations who have experienced, or are currently experiencing, a data privacy and security incident such as a ransomware attack, business email compromise or other network intrusion, among others. He works closely with incident response stakeholders – cyber insurance carriers, DFIR firms, and law enforcement – to first mitigate and identify the nature and scope of the incident and then to counsel the victim organization on their legal, regulatory, contractual or industry-specific obligations as it relates to notification, law enforcement reporting and consumer reporting. He then assists in procuring and coordinating post-incident services such as public relations and credit/identity monitoring for affected populations (and as necessary or appliable). Bill also represents victim organizations in regulatory investigation defense in front of state, federal and industry-related regulatory bodies.

Prior to joining Mullen Coughlin, Bill was a Deputy District Attorney for the Chester County, PA’s Office of the District Attorney’s Economic Crime Unit. There, he oversaw investigations, charging and the prosecution of economic crimes such as corporate embezzlement, identity theft, bank and wire fraud and public corruption.

He also gained valuable experience as a Special Assistant U.S. Attorney in the Eastern District of Pennsylvania, liaising directly with law enforcement agencies such as the Federal Bureau of Investigation (FBI) and the U.S. Department of Homeland Security (DHS).

Bill received his J.D. from Widener University School of Law, where he was a staff member for the Widener Law Review.
