He provides incident response services to organizations in various industry sectors who have had, or suspect to have had, a data privacy and security incident. He works closely with the organization, forensic investigators, industry regulators, law enforcement and other incident response stakeholders in identifying the scope of the incident and, after undergoing legal analysis pertaining to U.S. state and federal data privacy laws and regulations, preparing notification to affected parties, where required.

Prior to joining Mullen Coughlin, Sam was a Deputy Attorney General for the Bureau of Consumer Protection at the Pennsylvania Office of Attorney General and a Judicial Law Clerk to the Honorable Paul M. Yatron of the Berks County (PA) Court of Common Pleas.

While in law school, Sam participated in the Securities Arbitration Consumer Law Clinic and was the President of the Korean Law Students Association.

After graduating from South Korea’s Sungkyunkwan University with a Bachelor of Laws, Sam was a Legal Intern with Sony Computer Entertainment Korea. There, he assisted in drafting the Terms of Use and End-User Licensing Agreement for Playstation® 4 and researched relevant privacy laws.

Having lived in four different countries growing up, Sam enjoys traveling to further broaden his cultural experiences and perspectives.
