Justin A. Rick is an Associate in Mullen Coughlin’s Litigation practice. With over 10 years of law firm, commercial litigation and data privacy and security incident response experience, Justin focuses his practice on providing strategic legal counsel to organizations in data breach and other privacy-related class action, single-plaintiff and B2B litigation. He is licensed to practice in Pennsylvania and before the United States District Court for the Eastern, Middle and Western Districts of Pennsylvania.

Justin’s practice encompasses the full lifecycle of a third-party dispute related to data privacy and security from initial pre-suit demands through pleadings, motion practice, discovery and, finally, resolution via settlement, trial or other means. He routinely represents organizations from all industry sectors and of all sizes, including Fortune 500 entities.

Through first-hand experience, Justin is well-versed in the U.S. state and federal laws and regulations that underpin data privacy and security class action litigation. He routinely advises his clients on their legal obligations and risks related to:

  • Comprehensive U.S. state privacy laws (e.g., the California Consumer Privacy Act (CCPA);
  • U.S. federal laws and regulations (e.g., the Health Insurance Portability and Accountability Act (HIPAA) and the Gramm-Leach-Bliley Act (GLBA); and
  • The General Data Protection Regulation (GDPR).

In addition to his Litigation practice, Justin routinely prepares regulatory notices and responses to U.S. and international regulators (state, federal, industry) inquiring about clients’ data privacy and security practices. He also has extensive Breach Counsel experience, having counseled hundreds of organizations through all stages of the incident response process, including compliance with notification and other legal requirements.

Prior to re-joining Mullen Coughlin, Justin was a litigation attorney representing clients in state and federal court in a variety of general and commercial litigation matters include breach of contract, trademark and real estate.

Justin also has significant in-house legal experience having worked in the legal department of a Fortune 200 specialty coatings manufacturer. There, he managed outside counsel in all areas of litigation, experience he uses currently when liaising with his clients during the course of his practice.

Justin received his J.D. magna cum laude from Duquesne Kline School of Law. He has a B.A. in Political Science cum laude from Saint Joseph’s University.
