Abygaelle Loubeau is an Associate with Mullen Coughlin in the Incident Response practice. She serves as Breach Counsel for organizations who have suffered, or are currently suffering through, a data privacy and security incident. Working alongside various incident response stakeholders such as digital forensic and data mining firms, Abygaelle works to confirm the nature and scope of the incident in order to identify any legal, regulatory or contractual obligations the organization has stemming from the incident. This includes, among other things, notification to affected individuals, business partners and the media, as well as reporting to law enforcement and/or regulatory agencies such as the U.S. Securities and Exchange Commission (SEC), U.S. Department of Health & Human Services’ Office for Civil Rights (HHS-OCR) or other industry governing body. Throughout her practice, she routinely interacts with cyber insurance claims professionals, digital forensic investigators, law enforcement from all levels and her clients’ internal risk management and privacy teams.
Before joining Mullen Coughlin, Abygaelle was a Scholar Practitioner Fellow at Temple University’s Institute for Law, Innovation and Technology. As a Fellow, she analyzed the application of established principles of international law to cyberspace and cyberoperations. She also drafted legal memos related to consumer protection law’s applicability to artificial intelligence and analyzed and compared UK-related Data Protection Impact Assessments (DPIAs) to those in the United States, among other administrative and supervisory tasks.
Abygaelle received her J.D. from Temple University Beasley School of Law where she was a member of the Black Law Students Association and the Content Editor for the Temple 10-Q Business Magazine. She received a dual B.A. summa cum laude, in Political Science and Psychology from the University of South Florida.
