Fougeley Denis is an Associate in Mullen Coughlin’s Incident Response practice group. She serves as Breach Counsel for organizations of all sizes and across all industry sectors leading the privileged investigation and response into data privacy and security incidents, such as ransomware attacks, business email compromises, vendor breaches, and other unauthorized access or network intrusion. She routinely liaises with third-party incident response stakeholders including cyber insurance claims teams, digital forensic investigation and data mining firms, and law enforcement, to assist in the containment of the incident and to address any legal and/or regulatory obligations the organization has stemming from the incident. She also assists in responding to regulatory agency investigations and inquiries regarding her clients’ response to data privacy and security incidents.

Prior to joining Mullen Coughlin and during law school, Fougeley held multiple privacy-related internships including with numerous organizations including Mozilla, the Federal Communications Commission (FCC), NPR, and AIG. In these roles, she gained an appreciation of the legal privacy and cybersecurity landscape while assisting with legal research into U.S. and international privacy laws, preparing briefing documents, tracking legislation, and supporting strategies for cyber insurance claims oversight.

She received a B.A. in Criminal Justice from Temple University, and her J.D. (with a Certificate in Business Law) from University of Maryland Francis King Carey School of Law. As a J.D. student, Fougeley was the Vice President of the Cyber Law & Data Privacy Association, Vice President of the Maryland Intellectual Property Association, and Programming Chair for the Black Law Students Association. She also received a Certificate in Technology, Media, and Telecommunications (TMT) Law & Policy from the Federal Communications Bar Association (FCBA), showcasing her knowledge of TMT principles including privacy and consumer protection.
