Jalal Ansari is an Associate in Mullen Coughlin’s Incident Response practice. He focuses his practice on providing Breach Counsel services to organizations who have been victimized by a data privacy and security incident. He responds to, and investigates, numerous types of data privacy and security incidents including ransomware attacks; business email compromises (BECs), including wire fraud and other fraudulent funds transfer events; vendor breaches; and other unauthorized network intrusions. Jalal works closely with incident response partners both from his clients and external partners to quickly identify the nature and scope of the incident before analyzing evidence to determine any legal, regulatory or contractual obligations. This includes, among other things, notification to affected parties, reporting the incident to law enforcement and responding to inquiries from relevant regulatory agencies regarding the incident. While generally industry-agnostic, Jalal is well-versed in the intricacies of the healthcare and life sciences; transportation; and technology industry sectors due to his previous government experience.

Jalal brings to Mullen Coughlin a wealth of cybersecurity law, regulatory compliance and incident response experience to the Firm and practice. Prior to joining Mullen Coughlin, he was an Attorney Advisor for the U.S. Department of Health and Human Services (HHS), preparing legal drafts and ensuring that case materials and provider submissions complied with relevant regulations. Prior to that, he worked in the Cybersecurity and Infrastructure Security Agency’s (CISA) Office of Chief Counsel. On its Legislative Team, he solicited, reviewed and provided best practices on comments related to CISA legislation including cybersecurity, compliance and First Amendment issues.

Jalal also has valuable government organizations experience after working with the U.S. Department of Homeland Security (DHS) in numerous roles researching privacy laws, authoring legal memos and drafting cybersecurity directives for various industries.
