Ian Mandell is an Associate in Mullen Coughlin’s Incident Response practice area. After an organization experiences a data privacy and security incident, Ian assists in the response and investigation into incidents by coordinating with internal and external incident response stakeholders to identify, mitigate and contain the incident with minimal legal, financial and operational harm. After the incident is contained, Ian counsels victim organizations on their legal and regulatory obligations stemming from the incident, including individual notification, law enforcement reporting and responding to state, federal and industry-related regulatory inquires and follow-up.
Ian was previously an attorney-advisor with the Transportation Security Agency’s (TSA) Chief Counsel’s Office before joining Mullen Coughlin. As a Cybersecurity Subject Matter Expert (SME), Ian ensured the legal sufficiency of TSA’s cybersecurity requirements for critical pipeline operators and transportation stakeholders. Prior to becoming a Cybersecurity SME, he served as the Chief Counsel’s Special Legal Assistant and was also a civil enforcement attorney who prosecuted some of the Agency’s largest and most complex civil penalty cases. He leverages this federal agency experience when counseling his clients.
Ian received 11 awards during his time with the TSA. Among his many accolades, Ian received the Excellence Award from the Chief Counsel for his legal support during the development of TSA’s cybersecurity policies. He was also the recipient of the Unity of Effort Award from the Acting DHS Secretary in recognition of his outstanding efforts to help develop and stand up a new screening program.
