Jessica Jasper is an Associate with Mullen Coughlin, primarily practicing in the Incident Response practice. She is devoted to providing Breach Counsel services to organizations who have suffered, or are responding to, a data privacy and security incident such as a business email compromise, ransomware attack or other unauthorized network intrusion or data breach.
Drawing from her experience leading numerous state investigations into cyber-related incidents and privacy law violations, Jessica assists clients throughout the privileged data privacy and security incident investigation process, liaising with the various internal and external stakeholders including cyber insurance carriers, digital forensics and data mining firms and law enforcement.
Jessica counsels clients from across all industry sectors on their incident response obligations under U.S. state, federal and international data protection and privacy laws and regulations, such as the:
- Health Insurance Portability and Accountability Act (HIPAA);
- Children’s Online Privacy Protection Act (COPPA);
- Gramm-Leach-Bliley Act (GLBA);
- General Data Protection Regulation (GDPR); and
- Family Educational Rights and Privacy Act (FERPA), among others.
This includes reporting the incident to local, state and/or federal law enforcement; notifying affected individuals, the media and regulatory bodies; and, if applicable, negotiating and paying a ransom. She also assists victim organizations in procuring necessary post-incident credit and identity monitoring services for affected individuals, as well as providing public relations and other communications support.
Prior to joining Mullen Coughlin, Jessica served as a Special Assistant Attorney General with the Mississippi Attorney General’s Office where she led investigations into privacy law violations and data privacy and security incidents, consumer protection litigation and regulatory enforcement matters, as well as artificial intelligence (AI) safety initiatives. She also contributed to state agency policies regarding data privacy, cybersecurity and emerging technologies.
Previously, Jessica was a lawyer and analyst with a Mississippi-based IP firm, directing the legal operations for a national data processing software company. She also has valuable federal government experience, having spent nearly two (2) years as an employee with the Federal Bureau of Investigation (FBI) supporting analytical and investigative operations.
Jessica received her J.D. cum laude from the Mississippi College School of Law and a B.S. in Political Science from Mississippi College.
Outside of her practice, Jessica has served as a volunteer firefighter and first responder for her local community and as an OSINT Analyst for human trafficking investigations. In her free time, she trains in Muay Thai and enjoys reading fiction.
While with the FBI, Jessica was recognized by former FBI Director Christopher Wray in March of 2021 for “outstanding service” and “professional excellence.”
