Practice Areas

Samuel M. Sica, III is a Partner at Mullen Coughlin and focuses his practice on the areas of data privacy and network security. Mr. Sica counsels clients on the full life cycle of data security matters including the preparation for, investigation of and response to data security incidents. Following the discovery of a data security incident, Mr. Sica works to ensure his clients’ compliance with any applicable contractual or statutory duties by guiding them through the investigation of an incident and the identification of the legal duties arising from the data security incident. Mr. Sica works with his clients to develop the appropriate messaging following a data security incident and to identify the best means of communicating this message in compliance with any legal duties. In addition to handling the response to a data security incident, Mr. Sica assists his clients in responding to any resulting regulatory inquiry.

Mr. Sica previously served as a Judicial Law Clerk to the Honorable Charles A. Ehrlich of the Philadelphia Court of Common Pleas. Following his clerkship, Mr. Sica served as an Assistant District Attorney in the Chester County District Attorney’s Office and the Philadelphia District Attorney’s Office. As a prosecutor, Mr. Sica handled criminal matters ranging from attempted murder to complex, white-collar investigations, including felony bench and jury trials.
