Sarah-Julie Tchokouani is a Partner at Mullen Coughlin who focuses her practice on data privacy and security incident response. Sarah-Julie counsels organizations from all industry sectors, and of all sizes, in responding to and coordinating the investigation of a data privacy and security incident. This involves determining the nature and scope of the incident; directing the forensic investigation into the incident; responding to law enforcement or other regulatory body inquiries and investigations; and identifying any legal disclosure and/or notification obligations the organization has due to state, federal or international law, or contracts with third parties.

Prior to joining the firm, Sarah-Julie was a Judicial Law Clerk with the Delaware Court of Common Pleas. She previously was a Legal Intern for the Honorable Albert H. Masland of the Cumberland County (PA) Court of Common Pleas and was a summer associate at two regional litigation defense firms.

During law school, Sarah-Julie served as Vice President of the Dickinson Law Chapter of the Black Law Student Association and was a member of the Trial Advocacy Board. Upon graduating from Dickinson Law, Sarah-Julie received a Certificate in Entrepreneurship Law with a Concentration in Transactional Law, as well as two CALI Awards for achieving the highest grade in legal writing and negotiation/mediation.

REPRESENTATIVE MATTERS

  • Represented a publicly-traded company in response to a ransomware incident resulting in contractual notification to its clients as well as notification to shareholders, individuals, state regulators and the U.S. Securities and Exchange Commission (SEC)
  • Counseled a multi-national electronics manufacturing services company with responding to a ransomware incident which included restoring business operations in locations outside the U.S.; extensive contract review; assessing notification obligations under the Defense Federal Acquisition Regulation Supplement (DFARS); and assisting with notification to the Department of Defense (DoD) and the United States Navy
  • Represented numerous healthcare providers in response to ransomware, business email compromise (BEC) and inadvertent disclosure incidents resulting in responding to an investigation by the U.S. Department of Health and Human Servicesโ€™ Office for Civil Rights (HHS-OCR)
